Mr. Sergey Tsyplakov, chief representative of the Sberbank of Russia in Beijing, former Russian federal representative in the commercial office of the People’s Republic of China. He was born in Moscow, on February 11, 1958.In 1988 he got his PhD degree in Union of Soviet Socialist Republics Academy of Sciences Institute of the United States and Canada. He once worked in The Socialist Soviet union academy of sciences institute of the national economic and Russian Soviet Union Socialist Republic Supreme Soviet International Affairs and the Ministry of Foreign Economic Liaison Committee. He was a former first secretary of The Russian federation’s embassy in the United States, the director of Russia’s Federal Government Office of Foreign Economic Liaison Office. In 1993-1995 and 1999-2001 he served as President of the Federal Government of the Russian International and Foreign Economic Chief Priests.In 2001-2013, he served as the representative of Russian Federal Government’s China business office.Since 2011, he has worked as the chief representative ofSberbank of Russia in Beijing.
齐普拉科夫·谢尔盖，俄罗斯储蓄银行公开股份公司北京代表处首席代表，前俄罗斯联邦驻中华人民共和国商务代表处代表。1958年2月11日生于莫斯科，1988年于苏维埃社会主义共和国联盟科学院美国和加拿大研究所获博士学位。曾在前苏联科学院社会主义国家经济研究所、俄罗斯苏维埃联邦社会主义共和国最高苏维埃国际事务和对外经济联络委员会工作；曾任俄罗斯联邦驻美国大使馆一等秘书；俄罗斯联邦政府办公厅对外经济联络处处长；1993年—1995年及1999年—2001年任俄罗斯联邦政府国际和对外经济司司长。2001年－2013年担任俄罗斯联邦政府驻中国商务代表处代表。2011至今，担任俄罗斯储蓄银行公开股份公司北京代表处首席代表。
